You call a client and they don't answer. Your manager is sure the number is «clean» — but a «Spam» or «Suspicious call» label may be showing on the subscriber's screen. That's the catch: the number's reputation lives not with you, but on the side of carriers and caller-ID apps.
Why a number that's «clean» for you can be spam for the client
Carriers and caller-ID services (for example, the ones built into smartphones) collect call signals: call frequency, subscriber complaints, the share of dropped calls. If a number actively works through a database, some people tap «block» or «this is spam» — and over time the number lands on blocklists.
Important: you may not even know about it. Locally the calls go out, but there's no connection — and the reason is an invisible label on the subscriber's side.
What an HLR and database check is
HLR (Home Location Register) is a carrier database that stores the status of every number. An HLR query lets you find out whether a number is active, whether the subscriber is on the network, and whether the number is disconnected.
A SPAM check goes further: it compares your numbers against caller-ID and carrier lists to see whether they are flagged as unwanted.

What to do if a number is already in spam lists
First — stop «burning out» the number with aggressive dialing. Second — spread the load across several numbers. Third — use local DID numbers that subscribers trust more. And most importantly — check reputation regularly rather than reacting after the fact.
